I've had cioppino at Stone Cliff before, but nowhere else to judge against. It was very good.I cannot eat milk based chowder.

Best cioppino in Oregon is at Shark's Seafood in Newport/Agate beach, up by Yaquina Lighthouse.

Some of the best chowder I've ever had. Other friends have been there and said the same thing.
Another place is in Willamette, West Linn Saloon and they have, or at least used to have a fantastic seafood chowder.
I've had some great seafood at the beach, but none of the chowder stands out to me.
