There has been much discussion about manual loading AR options in various threads. Most of the options utilize standard AR15 style lower receivers and accomplish the single shot function within the upper.
Another option would be to use a magwell-less lower, like this one.
This would allow WA residents who don't already own an AR15 style lower to use standard AR15 style uppers in a manual loading configuration without altering the gas system. It would also allow WA residents to build a legal single shot pistol using standard AR style uppers.
Edit: H&R made an auto eject 22lr rifle back in the day. A standard style AR15 type upper on a magwell-less lower would have a similar function. Manually load a round, fire it, then the gas system will eject spent case. Load another round, rinse and repeat. I think the fun value would be comparable to a TC Contender but at a much lower cost.
