Its really not surprising that they have some on hand ammo to cover training needs for a few years plus their ready service ammunition and such they don't specify that exact total but 2000 rounds would qualify as thousands. I know quite a few people who regularly have more than 2000 rounds of ammunition for their own personal use let alone the supplies for both pistol and rifles for 5 LEOs and their training.

Nothing like securing your ammo gobberment style. Mabey it was good guys that stole the ammo and they didn't just supply some felons. Secure your ammo bungholes.
