?? - this is an angled, lower foregrip. It fits a pictanny rail. On top? - unlikely and undesirable unless there is some bizarre way of holding a weapon I don't know about.
These are popular with handguns like the Draco or an AR Pistol because the ATF doesn't see them as a vertical grip handle, hence no NFA issues/tax stamps and you have a 'handle' to grap up front.
