When I first moved to Billings, MT back in the 70's, I had to subscribe to a fire service. There didn't seem to be a municipal fire department, so you had to pick between a couple of private ones. Some of the homes actually had a medallion on them to identify that they were paid up subscribers. I asked them if they responded to all house fires and they said that they did. However, they didn't put any water on a house if they weren't subscribers, but they did put water on the abutting houses to prevent them from catching fire, if they were subscribers.
