It is not the size of the earthquake that determines the size/power/destructiveness of the resultant tsunami. It is the type of earthquake and the type of fault. If the two plates slip horizontally, even a 9.0 earthquake will not necessarily cause a tsunami.

However, if the fault is a normal (slips DOWN) or a reverse (slips UP) fault, then the water above is displaced, causing a tsunami. I think scientists know pretty quickly (through satellites and buoys) what type of slip occurred and put out warnings accordingly.

Just because a 7.7 earthquake happened in the Pacific somewhere doesn't mean that there is any tsunami.
