I believe it to be. Bought it from a guy who was getting out of reloading. I actually have two bags, identical (was saving one for dad, but he doesn't want that much). You are welcome to look at it before getting. The bags are sealed, all Winchester head stamps, clean primer pockets, etc. All appears new.
