I don't think you can you can do that any more in Washington.
Older stuff is grandfathered in.

Rimfire and bolt action rifles don't have anything to do with the assault weapons ban. And you can buy brand new rifles that come with the muzzle threaded. Or change out a barrel to a threaded barrel.

You can even order a brand new complete AR15 upper. That comes with a threaded barrel. There's no law that says you can't buy new uppers. Since that is not technically the firearm.

Anyway, good to go on bolt actions.
 
It can be threaded but you're cutting it thin, sporter barrels don't leave much shoulder for a suppressor. A good smith can do it, usually stepping down to 1/2x28 or 9/16x24 with a proper adapter, but don't expect a beefy shoulder like a varmint barrel.
Bottom line: doable, just not a DIY job unless you like your can launching downrange.
