For anyone shooting USPSA, it's a very comprehensive list. Gives you everything you need to actually set up the stages and practice on them. All you need to do is download the specific stage layouts - IF they're in the national database.
Like any other sport, if you haven't been involved with it in the past, you'll need to read the rules before you can understand much of what's going on. In order to shoot any USPSA match, you need to first go through the safety and orientation class. Douglas Ridge and ARPC are probably the closest to you from Tigard. If you're interested in IDPA, I believe that Tri-County can still host those competitions.
