Leather cupped lens-cover included. 28.7 inch barrel optimizes the accuracy of the 7.62x54R cartridge.

Yes, if your neighborhood class 01 FFL holder would accept transfer from a class 03, C&R license holder. Insured shipping would be on buyer's dime, probably around $15-$20.
