You'd need access to a milling machine (or nice drill press), a rail cutter, drill bits, jig, etc. to convert the "hunk of metal" into a receiver. 80% of the machining has been done, the 20% is up to you.

Fun project if you've got the stuff to complete it. It would have to be completed by you ONLY.

Since everything that is listed are only "parts" and hunk of metal there's no FFL transfers needed or paperwork needed. If you can trade or sell a paperweight to someone in another state, this qualifies.

If I only had a SR9 for trade..... :(
