Can on the bottom is Bulgarian, note: Circle 10 (ammo made in 1980)
The can on the top is Russian, note factory code 188 = Novosibirsk Low Voltage Equipment Plant JSC, 30A Stantsionnaya St., Novosibirsk 630031, Russia (ammo made in 1969) http://www.lveplant.ru/pages_en.php?id=01

I've also heard "Factory 188" referred to as: Klimov State Arsenal or "Klimovsk Stamping Plant".
