The federal minimum length for a rifle is 26". I would guess this is longer than 26" since my 16" 10/22 in a Charger stock was 26.5". Regardless this is not a pistol since it didn't leave the factory as a pistol, it's just a short rifle and should be in the rifle category.

it would take some fancy paperwork to make this firearm a pistol unless it was originally listed as a pistol/handgun on the 4473.

If this is still legally a rifle it belongs in the rifle section. To the best of my knowledge there is no paperwork process that will allow a registered rifle to be changed to a registered pistol.
