It's a push feedIn a controlled feed action, the extractor grabs onto the rim of the cartridge and guides it into the chamber. Wherever the bolt goes, the cartridge goes. So, if you stop the bolt and pull it back the cartridge will follow the bolt back - bolt is controlling the position of the cartridge.
In a push feed action, the bolt does not have complete control of the cartridge, and simply pushes it into the chamber.
When you move the bolt forward like on a Remington 700 push feed action, the cartridge moves with it. If you stop and move the bolt back, the cartridge stays where it was, thus the bolt "does not have control of the cartridge.
There's probably a simpler explanation...... but this should help.
