These are made in USA, best you can buy, same as most emergency vehicles. 100% legal to own and use.

Are these Strobe/Flash, or standard illumination?

They flash, with many different patterns, one of those being "steady" if you wanted. The Ions are synchronizable. The Avengers are dual color, so you could have amber for warning and white as steady, on separate switches, if you wanted.
