To buy a rifle from an FFL in another state you have to provide ID and do a background check which will then require the FFL to follow the laws of the recipients state. Basically this means, they can't sell you a rifle that doesn't comply with Wa state law.

Residents of Washington may purchase rifles and shotguns in a state other than Washington: PROVIDED, That such residents conform to the applicable provisions of the federal Gun Control Act of 1968, Title IV, Pub. L. 90-351 as administered by the United States secretary of the treasury: AND PROVIDED FURTHER, That such residents are eligible to purchase or possess such weapons in Washington and in the state in which such purchase is made: AND PROVIDED FURTHER, That when any part of the transaction takes place in Washington , including, but not limited to, internet sales, such residents are subject to the procedures and background checks required by this chapter.

How I interpret the colored parts:

You must be eligible to buy and possess the same rifle in WA

You must meet the WA requirements, including the 10 day wait, if any part of the purchase process takes place in WA, including you buying from an ad on the internet, then picking it up at an out of state dealer.

This part would be easy to follow.

Do the entire transaction out of state.
 
That's a semi-auto, magazine fed rifle, illegal to buy in Washington, illegal to bring into Washington, ship into Washington. No shop with an FFL in any other state is going to honor your Washington DL and sell you this gun. Unless they have a new guy and his head is so far up his posterior orifice, you manage to walk out with it.
