Getting the snip and would like some recommendations in and around Portland on where to do it. Not every location is the same and not every doctor is the same but I would like to minimize post-op issues as much as possible. I know it's not 100% but some place are better than others.

Most inexpensive DIY method known thus far.

Funny you ask this question, my wife and I were just discussing how many years I've been shooting blanks.

I had mine done about 2 years ago by Dr. Cost (https://www.oregonclinic.com/our-team/gregory-alan-cost/?activeTab=1) at Meridian Park. I found him on reddit, r/childfree has a list of providers who do all types of sterilizations. Super easy experience, took about an hour. I had done a consult with him previously and basically just wanted to check that I knew what I was signing up for (I don't already have kids and aren't "aged out" from reasonably having them.) You can have the consult and procedure done in the same appointment, I opted not to because I didn't have great insurance, then changed jobs and pushed the procedure back to be on the new insurance. Mine just had a regular office copay.

Something I didn't know about was that some docs will apparently only numb one side at a time. Fortunately, Dr Cost does both from the start, but may be good to verify as you talk through the procedure. I'm naturally resistant to local anesthetics (happens at the dentist too) so I had to ask for additional shots.

YMMV, but I had a little swelling and very little pain. I just made sure to take ibuprofen and drink water consistently. Had it done on a monday, played a 90min soccer game on that saturday or sunday (I'm a goalkeeper, so less running and physical contact at least). They send you home with a bag including some post op instructions and the test sample cups/info. They had multiple drop of locations, so it was reasonably convenient.

Unlike a splinter, fracture, bruise, etc., here is only one place you can get a vasectomy.
