There is Indian Springs Trout farm and Rainbow Trout Farm in oregon, south east of Portland. Otherwise you can research youth only access through WDFG and find a place that sounds fun. Their website has plenty resources for this exact activity.

Rainbow Trout Farm in Sandy is pretty cool. They can supply all the tackle, or you can bring you own. They will clean your fish, or there are cleaning stations where you can do it yourself.
I took my young neices and nephews there and they had a great time
