If he were to put a bunch of magazines into storage here now, would that avoid the restriction on importing them when he finally moves up here inasmuch as they're already here?

They'd already be his, in state.. Id assume so. Since the wording comes down to timing then Im sure he'd be within the window. That or get mags without cage/code dates.
