The first responder is the victim. They should have the same choice of weapon as the 2nd responders---and no limits on ammo.

The 2nd Amendment states ( in part ) :
The right of the people to keep and bear arms shall not be infringed.

Please note that it does not say:
The right of the people to keep and bear arms , except for these types ...or ones of this type....
And the word "Arms" by the way , is defined by :
Weapons , ammunition and armaments .
Again no defining wordage of weapons of this type etc...
