Scope or mount are not OK. You're not collimating well and while it doesn't really matter for a $30 scope, it isn't good for the scopes internals to suffer recoil at the very end of adjustment range. Will self destruct in short order. I'd look for a mount with an adjustable-for-windage base, and test the scope's windage by strapping the rifle down and watching the reticle for movement. It may not be moving. Or it may be that you were shooting 2ft to the left and every 4 clicks is only an inch... not enough range... it's probably the base Is off.

As I said the scope was bought used on eBay I never checked the left and right settings it could have been set all the way to the left the prior owner so we'll see in the future if it starts going bad or not
