You would have to come to Oregon and meet them at an oregon ffl. You will fill out normal paperwork/etc. as per usual.

Excellent point. Forgot about the "brace" ;-)

1. Wash resident pays for said handgun
2. Seller transfers said handgun to a Wash FFL
3. Buyer fills out 4473 at Wash FFL

I am not speaking on the whole brace thing but it would make sense that the seller removes brace before sending it to Wash FFL and giving it to the buyer and letting him do whatever he wants it once its his in Wash.
