Because AR "parts" are not serialized. I'm looking for a lower which has a serial number on it....so, in my mind, that makes it a firearm. Just like when I go to my FFL to pick up the lower I just ordered, I will have to do a background check because its considered a firearm; even though its just a "part." Many apologies if I wasted your time by having you open this thread with the hopes of selling a complete rifle. Thats why I put "lower" in the title.
