Wife and I were hiking and climbing in Banff National Park celebrating our 39th Anniversary a couple of weeks ago when a grizzly killed a younger couple and their dog there. They were experienced hikers, hung their food and used up their full can of bear spray unsuccessfully trying to fight the bear off. Everyone nearby was pretty freaked. Northern Alberta news featured it hourly, together with pre-season hockey scores, of course lots of signs saying parties of four required to hike in a lot of areas. No handguns allowed in the park (let alone across the border).

So yes this seems like a great idea. Now the wolves and cougars will have to share the few remaining elk.. Only fair. And since they are endangered in the lower forty-eight the bears will be protected. More great stewardship from our fearful leaders. I'm all in.
