Pheasant hunting in WA hasn't been productive for years with the native population. Most state releases are gobbled up pretty quickly from the release sites by predators and unlicensed hunters that research the release dates and wait in the parking lot for the release team to leave. I've hunted Ellensburg, Yakima Valley and east for years and the hunting pressure is lower, but the populations have never really rebounded. If you want REALLY productive pheasant hunting, you will need to spend the cash and do a private/guided hunt with some of the central/eastern Washington hunt clubs OR better yet, book yourself a South Dakota hunt with a guide service. If you are lucky to know someone with a corn farm and they plant pheasant in their fields every year, you would be golden. Anyway, just my two cents worth!
