Bought a older (tin can, Bi-Mart $12 - if that dates it) sealed can of 3031 from a friend clearing out his gear. Can didn't pass the squeeze test, but the powder looked and smelled fine.

Loading the first rounds tonight I noticed dark brown residue in the powder thrower and funnel when I dumped the balance into the can.

Cause for concern?

Just smell it if it smells acidic it is bad, it should smell like solvent or smell similar to another powder you have. Also when you dumped it did you see any clumps, if so it has seen moisture and is not good.
 
The goo you were seeing was probably a bit of rust and excess graphite, sometimes once a bit of the ether evaporates it doesn't stick to the grains as well as it once did. Load it light to start, if you have issues dump it!
