Issue: Whether New York City's ban on transporting a licensed, locked and unloaded handgun to a home or shooting range outside city limits is consistent with the Second Amendment, the commerce clause and the constitutional right to travel.

IANAL - if I understand correctly - the Court said basically that NYC can't enforce the current law. The City is re-writing the law, and asked the court to allow them to enforce it while they do the re-write.
The court said, no.

The City can (and likely will) continue to infringe rights of citizens with the rules (law) change.

A defenant's voluntary cessation of the challenged activity does not moot the case unless there is no possibility that the defendant could resume the activity and no chance that other people could be affected by the defendant's challenged conduct.
