For the record Guns are not banned in NY. There are many hunters and target shooter and collectors. I live in the beautiful finger lakes.region. It is green in summer and we get some cold winters but we are far enough south only 15 minutes to the PA border to miss the lake effect snows from Lake Erie and Lake Ontario

It's only handguns that are banned in NY, I went to a gun show in NY one time--Lots of rifles & shotguns but no handguns for sale...

Handguns are definitely legal with a NY pistol permit. Possession and concealed carry requires a NY state permit. There is no possession without a permit.

The real issue has always been getting your pistol permit issued in your county judge. Trips to pick up forms trip to drop off forms, 4 reference letters sent to references for notarization. Trip for fingerprints, state police background check, trip to pick up permit. Whole process Typically takes 6-9 month In upstate (north of NY City) once issued it is good for life. Cost ~$200

Each county seems to have slightly different procedures and formalities With different approving judges having different requirements. (Previously some judges restricted licenses to hunting or target shooting. Carrying concealed with a restricted license for personal protection could be seen as outside of scope and you could get your license revoked)

This is what the Bruen case addressed. Removed much of the discretion in the process. NY then passed more new laws (barriers) for a 16 hr safety class, a new semiauto rifle license same procedure as the pistol permit, and they made most of the state a "sensitive place" where carry is restricted.

A bit of a mess but with perseverance you can get the permit.

Handguns aren't actually banned in NY but they are very hard to acquire legally
