Where exactly are you sailing to?

FWIW the 'world' (the earth) is round so technically you cannot sail to the 'other side' .

You can sail to the 'opposite location ' on earth from where you live but that would no doubt take a lot of planning.

You can legit pick just about any cartridge you'd like to kill elk inside of 200 yards. 223 to 338 lapua. Your parameters are too big to narrow down and elk don't wear body armor. People kill them with a pointed stick all the time.

Maybe I missed it, but where are you heading that you can't have ammo that is/was used by a military? Is it down to Mexico?
I'm sailing to the other side of the world, Oregon - Catalina - Hawaii - Marquesas - French Polynesia, and beyond. Yes, probably Mexican waters after a return via the Galapagos...
 
I would think plenty in Africa which had a history of colonial governments being fearful of rebellions, often with what would typically be considered obsolete arms and ammunition.

.35 Whelen will take an Elk out to 300 yards if you hit it. Costs only a little more then .30-06 to reload. No military has ever used it. And you can load it using -06 brass. Granted bolt action is all you will find.
 
No school like the old school. 35 Whelen would get my vote as well. And I think you can find them in the Remington semi-autos if you really looked, but I could be wrong!
