Original 03A3's are still fairly easy to find....albeit not as inexpensive as they once were.
I'd look into getting an actual 03A3 by Remington or Smith-Corona.
When I owned one...I used my Remington 03A3 in many a rifle match.....to good effect

Any reason why on the National Ordnance...?
The receivers are castings...and have been hotly debated over the years in regards as to quality...

Only reason I was looking at this one is cost but now know why it is so cheap.
 
Ahhh...well then...
I'd suggest to save your pennies...and get a original 03A3.
@MountainBear has a nice one for sale..and a good price.
That said...it will need a replacement rear sight peep.*..which is easy to get and install.

* the rear sight is there...and all "complete"...however , someone file the top off the actual peep sight and tuned it into a "buckhorn" sight...again...its an easy fix....
