Is this a screw in choke that needs to be in for the shotgun to be fired safely?

Its a c-lect choke (if I remember right) or a style like that. for full, modified and i believe improved. It is safe, Well at least I was informed by a armorer it was safe to shot as is. The choke is 25 and under all over the net.
