That is actually a cold weather cap that can be worn with or without a helmet. The flaps can be folded over the crown of your head and overlapped together with the attached Velcro giving you an "Elmer Fudd" hunting wabbits look... Loved mine during the winter whilst stationed in Germany "back in the day".

I had this one and an older OD one for years and always thought they were called helmet liners. I thought it was strange because I know the fiberglass inner shell of a helmet is also called that..... And ya I always do the Elmer Fud with them during deer season. I will change the title soon - thanks
