Look up South African Battle packs, that may be what they are. Very similar, if not identical design

You can always cut one open and look at the base of one piece of brass. With the letter code and date, we can probably figure it out.

I would suggest using a pair of these if you don't want to cut the package open.

Open one up and look at the head stamp.

If they are US manufacture (could also be Federal/FC), then I would not open them up - just leave them in the packs for SHTF. Any of the US manufacture NATO ammo should be good, as well as German or Belgian manufacture. these battle packs are generally good - NATO spec (look for the NATO mark), waterproof, handy.
