I see a lot of problems with this....

As for someone getting killed by an LEO over one we are LONG, WAY past that. Look at all the air guns made to look just like certain pistols. So seems moot to me there.
As for why? Looks like they are those same things many LEO's use for crowd control in a smaller package. pepper balls they call them. For price the citizen could just order a Taser that's quite a bit smaller but are of course single shot. One thing I would want to see is how long does a CO2 cartridge last before it all leaks out. I have never had a CO2 pistol I could leave charged but the cylinders are cheap. For those who for one reason of another will not carry a gun, hell why not. If I knew someone who buys one I would tell them to aim to hit the scum in the face and then of course say they were trying to hit chest. Assuming they were in danger.

Yep the adult should be carrying a gun but, for some reason a hell of a lot of them just will not. If one will carry this? guess it beats dial a prayer. See if they can at least blind the damn freak.
