You appear to not understand how the NFA process works.
In your buddies case, he buys the gun. The FFL ships it to local FFL (Curts) This in itself will take a couple months for the FFLs ATF paperwork to transfer. Once it clears, your buddy, with the help of the local FFL (Curts) sends in his paperwork, which includes the trust info, to the ATF. And he waits close to a year for the paperwork clear. Then he can pick up the gun.

His trust doesn't have to clear anything before all the other transfers happen. Curt's needs to physically have the gun in his possession before your buddy can send in any paperwork.
