Those are front site elevation lockouts for the dial you see under the platform. Very popular option for PPC shooting at different set ranges.

Those aren't ports, that is an adjustable front sight with 4 different height positions. Both the front and rear sight are adjustable. The 4 different heights, allow for shooting at different ranges or for using different loads.
