Unless they changed it, the rule was that unless it's a complete rifle it goes here.

I'm no expert, but I've seen plenty of lowers on the rifle's section... makes sense either way, I was just thinking that's where I'd look for a lower.

Moved to Rifle classifieds. And yes, since the ATF considers the lower the "firearm" it needs to be in a firearm classified. Generally lowers go to rifle, unless specifically mentioning it was sold as a pistol.
