Would this be legal in a muzzle loader in Oregon with no tax stamp? I was thinking percussion cap ignition if possible. I have a soft spot for weird weapons of the past.

I would love a double barrel scattergun sawed off to about 10 inch barrel. I plan on form 1 for my cz coach gun but the flame and smoke of a muzzle loading bp sbs is appealing.
 
I am no Lawyer...
But in most states* traditional style muzzleloaders , be they actual antiques or modern made replicas are not under the same overbearing rules , laws and requirements as "modern firearms"

*In some states Illinois for example , a modern made replica firearm in flint or cap will need to go through a FFL Dealer.

Out of pure curiosity I thought this might be a destructive device. But on the ATF website it lists antique firearms as an exemption. Also lists a rifle intended to be used only for sporting purposes, whatever that means...
