There was suppose to be a blood bath when Illinois was forced to issue permits - that hasn't happened.

Some things to keep in mind

1 - There are not that many, just over 100,000 in a state just under 13 million
2 - Are there any areas of Chicago which are predominately white? (suburbs yes)
3 - Chicago is not the only bad area of the state - East St. Louis has been very violent for a long time.
