As long as it was never built and/or registered as a rifle before being made a pistol it is legal. Most lowers are sold as "other" on the NICS form.

A lower built as pistol first can legally be swapped to being a rifle and back legally as many times as a guy wants. A lower built as a rifle first is always a rifle.

What's the quality of the parts? I'm not a advanced AR knowledge type. I have one of these from sts arms though.
