You should be to transfer your Rifle to an OR resident. Unless WA laws changed on that recently.

you can't take possession of a rifle (or any gun) in Washington if you live in another state, it has to be shipped to an ffl in your state. i594 changed how transfers worked in the state. Easiest thing to do is to drive to an ffl in Oregon for a transfer from a WA resident to an OR resident

Had to do some reading but you are right. It's i1639 (#16) but remembering all these changes and numbers are annoying.
