Copper washed like that is most certainly Chinese.

EDIT: Keep in mind that this ammo will be corrosive (solved by cleaning rifle after shooting) and you might want to check the head stamp/date stamp to determine if it's mild steel core ammo. While it's not true AP - it might be banned at your range or cause sparks/fire.
