Not for an order that isn't a complete rifle, or all the parts to make a complete rifle. Doesn't apply to buying only a stripped lower. You can buy the complete rifle kit, minus the stripped lower, and there is no tax. Then in a separate order, get the stripped lower and again, no excise tax.

Its something that all gun manufacturers (and ammo) have to pay on everything they assemble (and sell), its been around for a long time. Regular gun owners never notice it because they aren't the ones who pay it (well not directly).
