Yes, you can. Primed brass ships the same way loaded ammunition ships. I don't think the post office is an option, but UPS and FedEx both ship ammo. Not separate components, like powder or primers, (unless you're a hazmat shipper), but loaded ammo is okay, and that includes primed brass.
