At that distance, I'm honestly not surprised. Now, if he had been shooting the sidewall instead of the tread, it probably would have penetrated.
That distance 300+ yrd. a 40 grain .22RF looses some ft/lb energy , but still has ample energy to easy lungpunch you .
years back, I found a few .22's inside tire, on a tire change when had some jackass put a few .22RF into the 'Sidewall' tires on my backhoe trailer, and those tires are pretty beefy load-rated.

I love videos showing garbage being shot. Makes others want to drop garbage in shooting areas and shoot it.
