A nationwide exemption for everyone already existed.
FPC, SAF, and GOA had previously got injunctions that covered their members. This increased members for them and generated lots of new $. It also likely took some $ away from NRA. NRA said we can make $ too so copycatted the others way after the fact and so late as to be meaningless. No change to gun owners protections, but done simply to put $ in their coffers which will help pay for lapierres $17 million golden parachute and continue to fund the NRA ruling class which sucks their coffers dry, leaving very little to fund their actual mission. NRA is a corrupt organization and their focus is making money for their oligarchy, not for their mission.
If the AR9 is a rifle in its original configuration (with a stock, 16" barrel, etc) then you cannot legally convert it to a pistol. If it is a pistol in its original configuration (bare buffer tube or brace, barrel <16") you can convert it to a rifle and back again. If it is a receiver set, you can choose to set it up either as a rifle or pistol.I was thinking about converting a AR9 into a short barrel pistol with a pistol brace.
Would I have to join one of the exempt organizations to do so?
One small clarification that probably doesn't apply anyway, "originally manufactured" is the key. One could have a rifle in its "current configuration" that was originally manufactured as a pistol. Which could then go back to being a pistol. Also the brace rule was just thrown out in the 5th circuit for everyone, so while you still should join the FPC, GOA, and other groups, you currently have relief without membership.
