Kesselring and the Seattle Police Athletic Association are the blue label distributors in W. WA. The Marksman, Cascade Arsenal, and Surplus Ammo & Arms (once the Tacoma store opens), Federal Way Discount Guns (I think) are blue label dealers. Kesselring and the SPAA can sell for a little less. $398.20 for a plain sight 9mm/.40 versus $425 for the dealers.
