Most are packed in boxes. There's about 10 of these shells I've googled, a couple I've identified. This stuff im sure is "specialty knowledge" in tank munitions...

Who do I go to to identify these?

All are thick brass dated WW2 WW1 except this one pictured..

Stuff like this I assume is best sold on eBay ?

Looks like it might be s Steyr - FAL barrel....
With all the BS Washington gun laws...I am not sure / can't keep up with what is legal or not in regards to semi-auto firearm parts.

This is not an object that you may sell on ebay, no "assault" weapons parts. It would likely bring good money on Gunbroker.

Is it better to sell these individual / all together ?
If you have the time, individually on ebay. Make sure they are clean and with no rust, especially in the sizing dies. If shell holders are included, mention this bonus.

What on earth is something like these parts worth? Roughly
This stuff sells well and for good money on ebay. Use the auction method for price discovery. Take multiple good pictures, that increases bids tendered.

Unless they have been rendered into some form of "trench art," I believe these are not a permitted item to sell on ebay. Just plain, empty fired cases. Although you can find a few in the sold listings that sneaked through. I've owned and sold a few over the years, I don't think they are wildly valuable unless they are something special. After all, millions and millions of them were made and fired over the years.
 
Is this "enough" of a gun to have to be FFL transferred ?
I cannot see enough of what is in the bag in pictures no. 1 and 2. You can sell any part EXCEPT THE RECEIVER without paperwork (but not "assault" weapons parts in Wash. state). The receiver (part the barrel screws into) with the serial number is the controlled item. And as such, in Wash. state must be transferred through a licensed firearms dealer. If you sell it out of state, by federal law, it must ship to a licensed dealer in the state of destination. Receivers you may sell on Gunbroker but not ebay.
