Guys like him are so full of sh1t. From his official bio on the FBI website:

"Mr. Wray was nominated by President George W. Bush in 2003 to be the assistant attorney general for DOJ's Criminal Division, supervising major national and international criminal investigations and prosecutions. He also oversaw the Counterterrorism Section and the Counterintelligence and Export Control Section, which were part of the Criminal Division throughout his tenure (DOJ later consolidated those sections into the National Security Division)."

So, from 2003 to 2017 he was in charge of the DOJ Counterintelligence and Export Control Section, and yet "he said the sheer scale of Chinese efforts to steal U.S. technology shocked him when he became FBI director in 2017."

No wonder we are f**ked.

In 2001, Mr. Wray was named associate deputy attorney general, and then principal associate deputy attorney general, in the Office of the Deputy Attorney General in Washington, D.C.

Ever think that maybe we have too may deputy attorneys general? No wonder our taxes are so high.
