As to the give the 16 year old kid a car, vs give the 17 year old kid a handgun...correct me if I am wrong, but 16 year olds can drive, 17 year olds cannot possess a handgun unless supervised by an adult who nominally maintains control. That handgun should have been securely stored except when the parents took him to the range.
